Press release
On 19 September 2016, the launch of the national nuclear emergency response exercise Valahia 2016, which will be held from 4 to 6 October 2016, took place at the Sheraton Hotel in Bucharest.
The Valahia 2016 exercise is organized under the “Regional Excellence Project on Regulatory Capacity Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania”, financed through the Norwegian Financial Mechanism 2009-2014.
The exercise will be coordinated by the National Commission for Nuclear Activities Control together with the Ministry of Internal Affairs, Societatea Națională Nuclearelectrica S.A. and the other governmental authorities involved in the management of emergency situations.
The objectives of this exercise are: testing the nuclear emergency response plans and the interfaces between the emergency response organizations; testing the cooperation relationships and instruments (e.g. protocols, response procedures, etc.) of the participating organizations, as well as the manner in which they are implemented; testing the duties, responsibilities and capabilities of the participating organizations and their integration into the National Emergency Management System; as well as identifying best practices, deficiencies and areas requiring improvement.
The exercise will be conducted by simulating a severe accident at Cernavodă NPP, caused by a combination of internal factors (technical emergency) and external factors (major natural events), with gradual escalation over the duration of the exercise, on the basis of a confidential scenario, for the purpose of the integrated testing of the emergency response of all the institutions involved.

Press release on the training course for the assessment of nuclear safety culture
From 31 August to 4 September 2015, a training course for the assessment of nuclear safety culture is being held at the Cernavodă Nuclear Power Plant (NPP). The course is organized under the “Regional Excellence Project on Regulatory Capacity Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania”, financed through the Norwegian Financial Mechanism 2009-2014.
The course is attended by lecturers from the International Atomic Energy Agency (IAEA) in Vienna and from the Institute of Nuclear Power Operations of the United States of America (INPO – Institute of Nuclear Power Operations) and by representatives of CNCAN, of the Norwegian Radiation Protection Authority (NRPA), of Societatea Națională Nuclearelectrica S.A. (SNN) - the licence holder for Cernavodă NPP - and of the Institute for Nuclear Research (ICN) Pitești. Nuclear safety culture is the assembly of characteristics, attitudes and behaviours of individuals, organizations and institutions which serve to support and enhance nuclear safety and which ensure that nuclear safety and radiation protection issues have priority and receive the attention warranted by their significance.
The course presents the international operating experience, the traits, principles and attributes of a sound nuclear safety culture, the relevant regulatory requirements, the standards and good practices in the field of the independent assessment of nuclear safety culture, concepts concerning the elements of organizational culture and the way in which they support nuclear safety, as well as the new process established by CNCAN for the assessment of the nuclear safety culture of the organizations operating nuclear installations.
