CNCAN 4
Enhancing CNCAN's capabilities in the field of the safety and security of the transport and transit of radioactive and nuclear materials on the territory of Romania

Purpose:

Updating the requirements on the security of the transport of nuclear and radioactive materials and adopting international best practices and guides on the security of the transport of radioactive materials.

Background:

In view of the continuous updating of the EU Council directives, CNCAN's requirements must be consistent with those of the other authorities involved in the transport of dangerous goods. On the basis of the provisions of IAEA standard GSR Part 1, the 2011 IRRS mission recommended that CNCAN should "strengthen and renew cooperation with the Ministry of Transport and Infrastructure, at the highest level". For the purpose of updating the security requirements for the transport of nuclear and radioactive materials, CNCAN "should consider adopting international best security practices for the transport of radioactive materials." The IRRS mission also recommended that CNCAN should "establish, in consultation with licence holders, a systematic method for periodically conducting emergency response exercises for transport-related events".

Results

The programme will achieve the purpose described above and will lead in particular to the following results:

  • A methodology for assessing the radiation protection programme applied to the transport of radioactive materials;
  • A methodology for assessing safety reports in support of the issue of design approval certificates for Type B(U), B(U)F, B(M) and B(M)F packages;
  • Trained CNCAN staff and training materials;
  • A draft methodology on the assessment of test facilities;
  • Training of CNCAN staff and of staff from other institutions with duties in ensuring the safety and security of nuclear and radioactive materials during transport and transit;
  • Training of CNCAN staff and implementation of a pilot system for the real-time tracking of the transport of radiation sources and nuclear materials.
