CNCAN 8
Enhancing CNCAN's capabilities in the field of nuclear safeguards activities

Purpose:

Strengthening the nuclear safeguards regime in Romania and improving the effectiveness of the inspection and control activities carried out by the National Commission for Nuclear Activities Control (CNCAN).

Background:

Since 1 May 2010, Romania has been applying in full the provisions of Regulation 302/2005/EURATOM, transmitting the safeguards reports directly to EURATOM, and has become a non-side letter state as regards the preparation and submission of Romania's declarations under the Additional Protocol to the Safeguards Agreement.

CNCAN is currently drawing up the guides on the obligations of small users of nuclear materials for ensuring safeguards control and physical inventory taking (PIT), and is establishing a database that will allow real-time tracking of the movement of nuclear materials and the issue of safeguards reports.

This sub-project is based on the recommendations made by the IAEA in the Report of the ISSAS Mission conducted in Romania on 1-5 September 2008 and on the provisions of Regulation No 302/2005/EURATOM of 8 February 2005 on the application of EURATOM safeguards, of the European Commission Recommendation of 11 February 2009 on the implementation of a nuclear material accountancy and control system by operators of nuclear installations (identified as 2009/120/Euratom) and of Commission Recommendation No 2006/40/Euratom on guidelines for the application of Regulation No 302/2005 on Euratom safeguards.

In addition, CNCAN must fulfil the obligations regarding the submission of information to the IAEA pursuant to Articles 2 and 3 of the Additional Protocol to the Safeguards Agreement (INFCIRC/193) between the IAEA, the European Atomic Energy Community and the non-nuclear-weapon States (NNWS) that are its members.

Results:

The programme will achieve its intended purpose and will lead in particular to the following results:

  • Development of a guide on the obligations incumbent on small users for ensuring safeguards control and physical inventory taking (PIT);
  • Training of the CNCAN staff involved in safeguards control for the material balance area (WRMZ);
  • Development of a procedure for the preparation and submission of the PIL and MBR, in order to ensure that these reports are issued in accordance with IAEA and EURATOM requirements;
  • Training of CNCAN staff and of the responsible persons of small users in ensuring safeguards control;
  • Creation of a functional database that will allow real-time verification of nuclear material movements in the material balance area WRMZ and the generation of safeguards reports.
