Enhancing CNCAN's capabilities for the integrated management system and knowledge management

Purpose:

To provide relevant recommendations for the transition of CNCAN's Integrated Management System (IMS) from a system based on ISO 9001:2000 to an integrated system based on the IAEA safety standard GS-R-3, and to support CNCAN in implementing an effective IMS, including in establishing performance indicators to measure the effectiveness of regulatory activities.

Background:

The Regional Excellence Project on Regulatory Capacity Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania for the period 2009-2014 is a continuation of the successful programme on safe nuclear energy previously completed between NRPA and CNCAN, carried out in the period 2009-2011. An IRRS mission was conducted under the previous programme, following which recommendations were received for the development and implementation of CNCAN's management system.

Results:

The programme will achieve the purpose described above and will lead in particular to the following results:

• An updated map of the processes of CNCAN's management system;
• A set of recommendations on the definition of processes and their interfaces;
• A generic template for the definition/description of a process;
• A set of indicators for the effectiveness of regulatory activities;
• Documentation of the processes and an updated management system manual;
• Training materials on the IMS and the related processes;
• Training of management staff and of operational staff on the IMS and the related processes, including communication processes;
• Updated procedures for the inspection of the management systems implemented by licence holders;
• Training materials for a training course on implementing the updated procedures for the inspection of licence holders' management systems;
• Inspectors trained in the use of the procedures for the inspection of management systems;
• Procedures and performance indicators for knowledge management;
• A knowledge management portal for CNCAN;
• Definition of a model for the National Competence System in the field of nuclear safety and safety culture in Romania, indicating the optimal number of staff and the competences required for the nuclear regulatory authority (CNCAN).
