• Legal requirements
Personnel with duties in the design, implementation and independent assessment of the quality management system of organizations licensed by CNCAN, as well as the following positions, as applicable: the management member responsible for the construction and installation activity, the management member responsible for the commissioning activity, the management member responsible for the operation of nuclear installations, the management member responsible for the decommissioning activity, and the person who coordinates the management self-assessment activity for the quality management systems for the operation of nuclear installations, must be certified by CNCAN, in accordance with Article 12 of the Norms on the licensing of quality management systems applied to the construction, operation and decommissioning of nuclear installations, approved by the President of CNCAN through Order no. 65/30.05.2003 .

• Documents required for the certification of personnel with duties in the Quality Management System of the responsible organization
• The request, sent to CNCAN by the licensed organization or the organization undergoing licensing, for the certification of the personnel of the quality management units
• The appointment decisions for the personnel for whom certification is requested
• The job descriptions for the personnel for whom certification is requested
• Curriculum vitae for the persons for whom certification is requested.
• The endorsement of the competent bodies in the field of national security, where applicable.
• Certificates, specialized course completion certificates and other official recognition of training and experience in the field, for the personnel for whom certification is requested, where applicable
• Proof of payment of the legal fees and tariffs in accordance with the Regulation on fees and tariffs for the licensing and control of nuclear activities published in the Official Gazette of Romania no. 80/30.01.2004

• Scheduling of the examination
CNCAN shall inform the applicant organization in writing, for the purpose of certifying the personnel, of the details of the examination (the date, place and time at which the examination will take place). If unable to attend the scheduled examination, the candidate shall notify CNCAN of this in writing at least 5 days before the date of the examination, and the examination will be rescheduled. |

• Conduct of the examination of personnel with duties within the Quality Management System
The persons to be examined shall attend the examination in accordance with the schedule communicated by CNCAN. Access to the examination shall be granted following identification on the basis of identity documents.
The CNCAN examination shall cover the candidate's knowledge of:
- The quality management regulations applicable to the field of activity of the licensed company
- The documents of the quality management programme of the licensed company
- Concepts regarding quality management systems

• Evaluation of results
• For each topic addressed, a score between 0 and 10 is awarded
• All topics must be addressed, the minimum pass score being 5 points per topic
• Each member of the examination board shall award a score for each topic
• The average of the scores awarded by each member of the board for each topic constitutes the final score awarded for that topic
• The sum of the average scores for each topic addressed constitutes the final score awarded to the paper
• The condition for passing the examination is obtaining a sum of the average scores greater than 7

• Passing
• For the persons who have passed, CNCAN will issue a Certificate in the field of quality management, valid for up to 2 years
• Personnel who have not passed the certification examination may sit a new examination within 60 days
• Failing two consecutive examinations results in the rejection of the candidate for the position to which he or she was designated by the management of the licensed organization
