Quality management regulations

• The system of regulations
The series of quality management regulations in the field of nuclear activities issued by CNCAN describes the legal provisions in this field.
  • They ensure the necessary level of detail for achieving and maintaining quality and nuclear safety
  • They are sufficiently flexible to allow their application to newly emerging technologies and in new circumstances.
• Objective of the regulations
The purpose of the series of regulations is to codify the requirements for quality management systems with a view to their application to the activities of construction, operation and decommissioning of nuclear installations and to the activities of manufacturing products and supplying services important to nuclear safety.
• Applicability of the regulations in licensing
The regulations provide an appropriate framework, describing the conditions and provisions that are incorporated in the licences for quality management systems issued by CNCAN.
• Status of the regulations
The regulations have the force of law and are issued by CNCAN in accordance with Article 5 of Law no. 111/1996, republished, as subsequently amended and supplemented. They specify the requirements for the licensing and control of quality management systems where the above-mentioned activities are carried out.
• List of regulations
The regulations in force in the field of quality management programmes for nuclear activities are presented below:

1. Norms on the licensing of quality management systems applied to the construction, operation and decommissioning of nuclear installations (approved by Order of the President of CNCAN no. 65/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 1.

2. Norms on the general requirements for quality management systems applied to the construction, operation and decommissioning of nuclear installations (approved by Order of the President of CNCAN no. 66/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003, amended by Order no. 286/2004 of 27/08/2004 published in the Official Gazette of Romania, Part I, no. 874 of 24/09/2004), referred to in short as NMC – 2.

3. Norms on the specific requirements for quality management systems applied to the evaluation and selection of sites for nuclear installations (approved by Order of the President of CNCAN no. 67/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 3.

4. Norms on the specific requirements for quality management systems applied to research and development activities in the nuclear field (approved by Order of the President of CNCAN no. 68/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 4.

5. Norms on the specific requirements for quality management systems applied to the design of nuclear installations (approved by Order of the President of CNCAN no. 69/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 5.

6. Norms on the specific requirements for quality management systems applied to procurement activities for nuclear installations (approved by Order of the President of CNCAN no. 70/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 6.

7. Norms on the specific requirements for quality management systems applied to the activities of manufacturing products and supplying services for nuclear installations (approved by Order of the President of CNCAN no. 71/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003, amended by Order no. 287/2004 of 27/08/2004 published in the Official Gazette of Romania, Part I, no. 874 of 24 September 2004), referred to in short as NMC – 7.

8. Norms on the specific requirements for quality management systems applied to construction and installation activities for nuclear installations (approved by Order of the President of CNCAN no. 72/2003, published in the Official Gazette of Romania, Part I, no. 681 bis of 26 September 2003), referred to in short as NMC – 8.

9.
