LICENSING OF QUALITY MANAGEMENT SYSTEMS
Licensing of the quality management system in the nuclear field is mandatory for the activities of design, siting, procurement, construction and installation, commissioning, operation, decommissioning or preservation for the products, services and systems that are classified as important to the safety of nuclear installations (Art. 24 of Law 111/1996, republished, as subsequently amended and supplemented).
The licensing by CNCAN of the quality management system is a precondition for the licensing of the activities of construction, operation or decommissioning of nuclear installations (Art. 18(k) of Law 111/1996, republished, as subsequently amended and supplemented).

QUALITY MANAGEMENT REGULATIONS
The requirements for the licensing of quality management systems are laid down in the Norms on the licensing of quality management systems applied to the construction, operation and decommissioning of nuclear installations, approved by Order number 65 of the President of CNCAN of 30 May 2003. The requirements for quality management systems are contained in the Norms approved by Orders no. 66 to 76 of the President of CNCAN of 30 May 2003, published in the Official Gazette of Romania no. 681 bis of 26 September 2003, supplemented by Orders no. 286 and 287 of the President of CNCAN of 27.08.2004, published in the Official Gazette of Romania, Part I, no. 874 of 24.09.2004, issued in accordance with Law no. 111/1996, republished, as subsequently amended and supplemented. |

CERTIFICATION / LICENSING OF PERSONNEL
Personnel with duties in the design, implementation and independent assessment of the quality management system of the organizations licensed by CNCAN, as well as the following positions, as applicable: the member of management responsible for the construction and installation activity, the member of management responsible for the commissioning activity, the member of management responsible for the operation of nuclear installations, the member of management responsible for the decommissioning activity, the person coordinating the management self-assessment activity for the quality management systems for the operation of nuclear installations, must be certified by CNCAN, in accordance with Article 12 of the Norms on the licensing of quality management systems applied to the construction, operation and decommissioning of nuclear installations, approved by the President of CNCAN by Order number 65 of 30 May 2003. |

ENDORSEMENTS / APPROVALS OF DOCUMENTS
Companies holding a licence for the quality management system must submit to CNCAN, for review and endorsement/approval, the following categories of documents, including their revisions:
• The quality plan
• Procedures for special processes
• The quality manual and the procedures for the managerial and functional processes
• The internal and external audit plans
• Other documents |
