Minutes of the public debate of 29.07.2025 - DIDR U5, DICA MACSTOR 400

NOTICE

Public debate within the CNCAN licensing process for:

1. The siting and the construction and installation of the Intermediate Radioactive Waste Storage Facility at Unit 5 (DIDR-U5) of Cernavodă NPP

2. The siting and the construction and installation for the extension of the Intermediate Spent Fuel Storage Facility (DICA) of Cernavodă NPP with MACSTOR 400 type modules

In accordance with CNCAN Order no. 81 / 2019, Norms on decision-making transparency in the licensing process for nuclear installations, with a view to the issuing of the siting licences and of the construction and installation licences for the Intermediate Radioactive Waste Storage Facility at Unit 5 (DIDR-U5) of Cernavodă NPP and for the extension of the Intermediate Spent Fuel Storage Facility (DICA) of Cernavodă NPP with MACSTOR 400 type modules, the summaries of the nuclear safety reports for these installations, together with the CNCAN reports briefly presenting the inspection activities related to the licensing process, have been available for public information since 11.07.2025.

DOCUMENTS UNDER PUBLIC CONSULTATION

1. Summary of the Nuclear Safety Report for the siting licence and for the construction and installation licence for the DIDR-U5 at Cernavodă NPP

2. Summary report on the evaluation activity carried out by CNCAN within the licensing process for the DIDR-U5

3. Summary of the Initial Nuclear Safety Report for the extension of the DICA with MACSTOR 400 modules, for the siting licence

4. Summary of the Preliminary Nuclear Safety Report for the extension of the DICA with MACSTOR 400 modules, for the construction and installation licence

5. Summary report on the evaluation activity carried out by CNCAN within the licensing process for the extension of the DICA with MACSTOR 400 modules

Interested parties may send comments, opinions, suggestions and observations in connection with the documents mentioned, up to and including 24.07.2025, to the e-mail address relatii.publice@cncan.ro , with the note “For the public consultation on the licensing of the DIDR-U5 and DICA MACSTOR 400 at Cernavodă NPP”.

The comments, opinions, suggestions or observations received in writing concerning these documents will be analysed and taken into consideration by CNCAN specialists in the licensing process.

PUBLIC DEBATE SESSION

On 29.07.2025, the public debate will be held with a view to the issuing of the siting licences and of the construction and installation licences for the Intermediate Radioactive Waste Storage Facility at Unit 5 (DIDR-U5) of Cernavodă NPP and for the extension of the Intermediate Spent Fuel Storage Facility (DICA) of Cernavodă NPP with MACSTOR 400 type modules, in accordance with the provisions of the Norms on decision-making transparency in the licensing process for nuclear installations, approved by CNCAN Order no. 81 / 2019.

29 July 2025, time: 13:00

VENUE

The public debate will be held, exclusively with attendance in person, at Cernavodă Town Hall, 11 Ovidiu Street, Constanța County, Romania, in the hall of the “I. D. Chirescu” House of Culture, and will end when all those registered to speak have expressed their recommendations, referring specifically only to the documents under discussion (by 16:00 on the same day).

RECOMMENDATIONS FOR PARTICIPANTS

Interested persons may attend as observers and may ask questions during the public debate. The number of persons who may attend the debate is limited by the capacity of the hall in which the debate will be held. The debate will last no more than 3 hours.

Until 24.07.2025, interested persons may request to take part in the public debate at the e-mail address: relatii.publice@cncan.ro. Access to the venue of the public debate is granted on presentation of an identity card.

To ensure that the registration process runs smoothly, participants are advised to arrive at the access point on the premises of Cernavodă Town Hall 30 minutes before the start of the public debate.

Participants in the debate must observe the following rules of conduct:

‑ They shall express and substantiate their opinions exclusively on the topics and documents that are the subject of the public debate, in compliance with the legislation in force;

‑ They shall have an objective, impartial and neutral attitude towards any political, economic, religious or other interest;

‑ They shall comply with the administrative rules specific to the site / venue;

‑ Video or audio recording of the public debate is permitted only with the consent of CNCAN and Cernavodă NPP.
