Registration of Recyclable Metallic Materials Operators in the CNCAN records

• In order to regulate activities involving a risk of orphan sources occurring, in accordance with the provisions of Article 2(i) and Article 35 of Law no. 111/1996, CNCAN, together with the Ministry of Administration and Interior and the National Customs Agency, has drawn up the Norms on the radiological monitoring of recyclable metallic materials throughout the entire cycle of collection, trading and processing (http://www.cncan.ro/assets/NIN/nin-03.pdf)

• The requirements of the Norms on the radiological monitoring of recyclable metallic materials throughout the entire cycle of collection, trading and processing shall be implemented with the support of radiation protection experts accredited by CNCAN, who are specialized in one of the fields and practices specified below:

  • Recyclable Metallic Materials Operators are required to find solutions for the radiological monitoring of the materials they process, and all shipments must be accompanied by radiological monitoring reports for the recyclable metallic materials.

    • radiological monitoring may be carried out: “either using the operator's own resources, or by contracting a notified testing laboratory or an operator authorized to handle radioactive sources”.

    • transport operators must request, through contractual arrangements with the consignor of the recyclable metallic materials, a radiological monitoring report showing that the recyclable metallic materials to be transported have no radioactive content.

  • For their monitoring capability to be recognized, operators must register in the CNCAN records; this is mandatory for Recyclable Metallic Materials Operators whose processing/storage capacity exceeds any of the following values:

  a) 10 tonnes of stainless steel metallic materials;

  b) 10 tonnes of non-ferrous metallic materials;

  c) 1,000 tonnes of ferrous metallic materials in general.

  • Operators shall be registered in the CNCAN records through the CNCAN territorial inspectors:

  • Recyclable Metallic Materials Operators wishing to carry out radiological monitoring using their own resources and to register in the CNCAN records need to complete a series of steps specified in the file:

  • OPERATORS WHOSE RADIOLOGICAL MONITORING CAPABILITY HAS BEEN VERIFIED AND IS RECOGNIZED BY CNCAN (List of operators registered with CNCAN )
