Registration of Recyclable Metallic Materials Operators

Steps to be taken for the registration in the CNCAN records of
Recyclable Metallic Materials Operators

  1. Securing a technical assistance contract with a radiation protection expert accredited by CNCAN
  2. Purchasing the radiation level measuring equipment
  3. Drawing up the procedures for the radiological monitoring of recyclable metallic materials and the intervention plan for the event that radioactive sources and/or radioactively contaminated materials are detected in the recyclable metallic materials
  4. Qualification and training of personnel
  5. Payment of the fee and tariff for registration in the CNCAN records
  6. Compiling the file for registration in the CNCAN records
  7. Applying for registration in the CNCAN records and inspection of the unit
  8. Submitting any additions established in the inspection report
  9. Collecting the documents from CNCAN

Securing a technical assistance contract with a radiation protection expert accredited by CNCAN

- Accessing the CNCAN website and downloading the list of radiation protection experts accredited by CNCAN

http://www.cncan.ro/assets/Informatii-Publice/03-Lista-expertilor/lista-experti-fizica-radiologica.pdf

- Selecting and contacting the expert who will provide consultancy and technical assistance

- Concluding a consultancy and technical assistance contract

Additional requirements for the selection of radiation protection experts accredited by CNCAN

In addition to the conditions specified by the operator's own regulations, the following aspects shall be taken into account:

- rapid travel to the area where the radiological monitoring is performed, in the event that suspected radioactive material is detected, and the delivery of periodic training for the operating personnel.

- the field and practice of expertise must be compatible with the technical assistance required for orphan sources and contaminated materials (see the table)

field

practice

SI (sealed source)

handling, non-destructive testing, process control, other applications (radioactive well logging)

SD (unsealed source)

handling, other applications (environmental protection), physico-chemical analyses

Contractual obligations of the radiation protection experts accredited by CNCAN

  • assessing and selecting the radiation level measuring equipment required, with a view to its purchase
  • drawing up the monitoring procedures and the intervention plan for the event that radioactive sources and/or radioactively contaminated materials are detected in the recyclable metallic materials
  • periodic training of the personnel on the use of the equipment and on the correct completion and keeping of records, and testing of knowledge for level 1 practice permits
  • training and the conduct of periodic exercises for the event that radioactive sources and/or radioactively contaminated materials are detected in the recyclable metallic materials
  • consultancy on ensuring the maintenance and periodic verification of the equipment

Purchasing the radiation level measuring equipment

– The offers available from suppliers are analysed together with the radiation protection expert and the necessary equipment is purchased, having regard to the specific nature of the processes carried out and to the requirements specified in Article 21 and in Annex 3 of the Norms on the radiological monitoring of recyclable metallic materials throughout the entire cycle of collection, trading and processing, laid down in Order of the President of CNCAN no. 89/8.04.2010, published in the Official Gazette of Romania no. 567/11.08.2010

– Equipment rented from third parties (or leased) may be used temporarily, provided that the rental or leasing contract is attached

– A list is drawn up of the radioactivity measuring equipment purchased and already available. The list shall be drawn up in accordance with Article 16 of the Norms on the radiological monitoring of recyclable metallic materials throughout the entire cycle of collection, trading and processing, laid down in Order of the President of CNCAN no. 89/8.04.2010, published in the Official Gazette of Romania no. 567/11.08.2010, and copies of the documents concerning the technical specifications and the purchase of the devices shall be attached to the registration file

– If equipment already exists, the radiation protection expert is asked to analyse the existing equipment against the requirements of the Norms on the radiological monitoring of recyclable metallic materials throughout the entire cycle of collection, trading and processing, laid down in Order of the President of CNCAN no. 89/8.04.2010, published in the Official Gazette of Romania no. 567/11.08.2010 (see Annex 3) and to decide whether it needs to be supplemented and/or how it will be used
