Press release — CNCAN

Regarding the incident at Plauru, Tulcea – vessel loaded with LPG

Bucharest, 17 November 2025

Following the information reported in the media about the evacuation of the residents of the village of Plauru, Tulcea County, as a result of an explosion hazard caused by a vessel loaded with LPG (liquefied petroleum gas), CNCAN wishes to make the following clarifications:

CNCAN is the national competent authority in the nuclear and radiological field, with responsibilities exclusively in the management of nuclear or radiological emergency situations, not in incidents of a chemical or explosive nature that do not involve radioactive materials.

In accordance with the legislation in force and with its institutional mandate, CNCAN intervenes and coordinates activities only in scenarios involving risks associated with ionizing radiation, and not in situations falling under other risk categories (chemical, flammable, explosive) with no radiological component.

Through its Emergency Operations Centre, CNCAN monitors, assesses and provides information both for decision support and for the public, only in cases involving radioactive materials or potential radiological consequences.

The situation at Plauru is an incident of a chemical nature, and its management is the responsibility of the authorities competent in the field of non-radiological emergency situations.

Press release

With regard to certain media reports on the danger that radon poses in schools and kindergartens in Romania, the National Commission for Nuclear Activities Control (CNCAN) makes the following clarifications:

Starting in 2018, work was initiated on drawing up the national radon map of Romania, with the aim of identifying the priority areas for reducing the risk of exposure to radon and of implementing remedial measures where the reference levels established by Romanian and European regulations are exceeded.

The results of the investigations carried out in educational buildings showed that in 20% of them the radon concentration in air exceeded 300 Bq/m3, the limit established by the legislation in force. Consequently, starting in 2021, remedial measures have been taken in several administrative-territorial units.

The implementation of the remedial measures was aimed at reducing the health risks associated with radon accumulation in public buildings and at lowering public exposure to this radioactive gas. The effectiveness of the technical solutions applied to reduce radon concentration, for example in the schools of Cluj-Napoca, reached values of 98% compared with the situation prior to remediation. Similar measures are also being implemented in the localities of Constanța and Florești.

In addition, technical regulations have been published at national level setting out the technical measures for preventing and remedying public exposure to radon in different types of buildings.

We note that at this time, through the active involvement of the administrative-territorial units in completing the national radon map and in implementing the appropriate remedial measures, where necessary, the risk of exposure to radon in educational buildings will be reduced to insignificant levels.

CNCAN press release

November 2023

From 30 October to 10 November 2023, the “Integrated Regulatory Review Service” (IRRS) review mission took place at CNCAN, conducted under the auspices of the International Atomic Energy Agency in Vienna (IAEA). This mission is part of the third cycle of IRRS missions for Romania, which addressed all aspects of the regulation, licensing and control of nuclear activities.

Using IAEA standards and international good practices, IRRS missions are designed to strengthen the effectiveness of the national regulatory infrastructure, while recognizing the responsibility of each country to ensure nuclear and radiation safety.

The IRRS team, made up of 20 members — 16 expert specialists in the regulation, licensing and control of nuclear activities from 15 countries (Argentina, Belgium, Brazil, Canada, Finland, France, India, Italy, the United Kingdom, Norway, Pakistan, Slovenia, the USA, Türkiye and Hungary), three IAEA staff members and one observer from the European Commission — reviewed the activities of CNCAN. In addition to discussions with the management and representatives of CNCAN, of the Government and of the Ministry of Health, the mission agenda included meetings and visits to nuclear installations and radiation source facilities, where the team members were able to observe inspections being carried out by CNCAN.

In the discussion held between the leadership of the General Secretariat of the Government (SGG), the representatives of the IRRS mission and those of CNCAN, the work of CNCAN, the effectiveness of the regulatory system, the competence of its staff, and its transparency and openness in cooperative relations were highlighted and commended. The SGG representatives mentioned the Government's commitment and willingness to continue supporting the field of regulation, licensing and control through the support it will consistently provide to the regulatory body in order to ensure the conditions for implementing the recommendations and suggestions to be submitted by the team of experts of the IRRS mission.

The members of the expert team concluded that Romania has a comprehensive and mature regulatory infrastructure for nuclear safety and security, and that the major challenge for CNCAN will be preparing for the planned expansion of Romania's nuclear programme.

The recommendations and suggestions contained in the mission report will be addressed in CNCAN's updated action plan and will be implemented so as to strengthen the capabilities of the regulatory body and the national nuclear safety and security infrastructure.

The IRRS mission identified and presented some of Romania's important challenges, such as:

· defining and coordinating the radiation protection roles and responsibilities between CNCAN and the Ministry of Health with regard to activities relating to radiation source facilities and activities,

· the continuous improvement of the radiation protection framework, particularly in the medical sector,

· the provision by the Government of adequate resources for CNCAN,

· establishing the new organizational structure of CNCAN.

The final mission report will be submitted to the Government of Romania in approximately three months.
