GOVERNMENT OF ROMANIA

NATIONAL COMMISSION FOR NUCLEAR ACTIVITIES CONTROL (CNCAN)

Press release

On 5-6 April 2018, CNCAN is hosting the visit of a delegation of representatives of the United States Department of Energy (USDOE) and of the United States Office of Radiological Security (ORS) within USDOE.

This visit takes place in the context of the celebration of 10 years of cooperation in the field of radiological security between the National Nuclear Security Administration (NNSA) within USDOE and CNCAN.

The cooperation activities were carried out under the provisions of the Agreement between CNCAN and USDOE on cooperation to enhance the physical security of radioactive sources and special nuclear materials in Romania, an agreement signed in Bucharest in December 2009.

Under this agreement, during the period 2010-2018, USDOE provided assistance to Romania free of charge, through projects to enhance the physical security of high-activity radioactive sources and special nuclear materials used in industry, medicine and research, projects with a total value of approximately EUR 4 million.

The USDOE and ORS delegation visiting our country during this period will hold meetings with:
- the management of CNCAN,
- representatives of the main nuclear facilities where the above-mentioned cooperation projects were implemented,
- representatives of the medical units in which projects for the decommissioning of medical radiological installations were carried out,
- representatives of the Institute for Nuclear Research in Pitești, where transfer projects for the disposal of high-activity sources were implemented.

Cooperation with our partners in the USA holds an important place in the activities of the regulatory body and of the specialized institutions in Romania, the projects carried out contributing to the development and strengthening of nuclear security in our country.

The Government of Romania constantly supports CNCAN, in its capacity as a specialized body of the Government, in ensuring the safe operation of all nuclear installations and installations generating ionizing radiation. To this end, at the beginning of this year, Law no. 63/2018 amending and supplementing Law no. 111/1996 on the safe deployment, regulation, licensing and control of nuclear activities was promulgated. This law transposes Council Directive 2013/59/Euratom, so that the national legislation on safety with regard to protection against the dangers arising from exposure to ionizing radiation is harmonized with European legislation.

Alongside cooperation with the partner institutions in the USA (USDOE and ORS), an important place is also held by cooperation with international bodies such as the International Atomic Energy Agency, the OECD Nuclear Energy Agency (NEA), together with USDOE, the Western European Nuclear Regulators Association (WENRA), the European Nuclear Safety Regulators Group (ENSREG) and the Heads of the European Radiological Protection Competent Authorities (HERCA), which ensures recognition of CNCAN's capability and competence and guarantees the protection of the environment and of the population against exposure to ionizing radiation, as well as nuclear and radiological safety at national, international and regional level.
