Activity 3

Emergency preparedness and response

The specific objectives are:

  • A3.1 Improving the infrastructure of a new CNCAN Centre for Emergencies, Training and Information;
  • A3.2 Updating the legislative framework in a systematic manner, taking into account the recent international documents;
  • A3.3 Revision of the National Nuclear or Radiological Emergency Response Plan;
  • A3.4 Development of the national training programme for nuclear and radiological emergency response personnel, at national and county level;
  • A3.5 Harmonization of the emergency response procedures of the response organizations involved and development of specific emergency intervention procedures for use by CNCAN;
  • A3.6 Development of a national public communication strategy;
  • A3.7 Organization of and participation in international seminars and specific training on the practical response to nuclear and radiological emergencies;
  • A3.8 Preparation, organization and conduct of a national exercise based on a scenario involving a nuclear accident;
  • A3.9 Development of a platform for monitoring radiological consequences

Specific activities envisaged:

  • Technical meetings aimed at updating the legislative framework in a systematic manner, taking into account the most recent international standards in the field;
  • Revision of the National Nuclear and Radiological Emergency Response Plan (PNRU);
  • Development of the national training programme for nuclear and radiological emergency response personnel at national and county level;
  • Technical meetings for the harmonization of the emergency response procedures of the response organizations involved and development of the emergency response procedures of the General Inspectorate of Aviation;
  • Technical meetings for the development of a national public communication strategy;
  • Organization of scientific visits, national courses and seminars in the field of emergency preparedness and response;
  • Participation of staff from Romania, as observers, in the organization and implementation of nuclear or radiological emergency exercises in other IAEA Member States;
  • Organization of courses/seminars for the preparation, organization and conduct of a national exercise with a scenario involving a nuclear accident, with aspects related to nuclear safety and security issues;
  • Drills, simulated exercises and discussion-based (tabletop) exercises;
  • Organization and conduct of a national exercise with a scenario involving a nuclear accident, with aspects related to nuclear safety and security issues;
  • Establishment of a new emergency operations, information and training centre for CNCAN.

The results of Activity 3 will consist of:

  • Construction and equipping of the CNCAN Centre for Emergencies, Training and Information, as well as the training of at least 100 employees, specialist staff;
  • Revision of the National Nuclear or Radiological Emergency Response Plan;
  • A national training programme for nuclear and radiological emergency response personnel;
  • A national strategy for public communication in a nuclear or radiological emergency situation;
  • Improved professional training for approximately 150 persons from the national authorities CNCAN, IGJR, IGPR and IGSU in the field of response to nuclear or radiological emergencies;
  • A regulatory framework revised taking into account the most recent international practices and standards in the field;
  • Number of participants in experience exchange events, including training courses, seminars, technical meetings, consultancy meetings and scientific visits: approx. 20.

The main beneficiaries of this activity are the national authorities, the staff of CNCAN, IGJR, IGAv and IGSU, the licence holders, as well as the general public.
