Activity 2

Nuclear security, non-proliferation, border control and prevention of illicit trafficking of nuclear and other radioactive materials:

The specific objectives are:

  • A2.1 Improvement of the regulatory capabilities for the review and inspection of computer security for nuclear installations, through development of guidance and delivery of training;
  • A2.2 Enhancement the national capabilities for response to events involving nuclear and other radioactive materials out of regulatory control;
  • A2.3 Enhancement of regulatory capabilities for the inspection of nuclear security of nuclear installations;
  • A2.4 Enhancement of regulatory capabilities for the inspection of nuclear security of nuclear installations;
  • A2.5 Enhancement of national capabilities for the monitoring of possession and use of nuclear and other radioactive material;
  • A2.6  Enhancement of the organizational basis for a healthy nuclear security culture.

Specific activities provided: 

  • Technical meetings to develop guides and provide specific training courses to improve regulatory capabilities, and for analyzing and inspecting protection measures against  cyber attacks;
  • Organization of National Training Courses on radiation protection and individual dosimetry of personnel within national authorities with responsibilities in the detection, security and protection of nuclear and radioactive materials;
  • Development of specific training materials for radiation protection and individual personalized dosimetry for the staff of national authorities with responsibilities in response to illicit trafficking events with nuclear materials and other radioactive materials
  • Acquisition of personal protective equipment for ionizing radiation and radiation monitoring devices;
  • Enhancement of regulatory capabilities for the inspection of nuclear security provisions for radioactive materials by organizing training courses and developing training materials and specific guidelines for the inspection of radiological installations;
  • Organization of scientific visits, national courses and workshops on nuclear security for transport of nuclear and radioactive materials;
  • Organizing national exercises on response to nuclear security events during the transport of nuclear and radioactive materials;
  • Improvement of the database on the management of nuclear materials owned by small users and of the pilot system for tracking in time the transport of nuclear and radioactive materials
  • Technical meetings to develop a guideline on nuclear security culture and to organize a national training course for nuclear security culture.

The results of Activity 2 will consist of:

  • Enhanced capabilities of CNCAN and DSA staff review and inspection capabilities in the area of cybersecurity of  nuclear installations;
  • Improvement of the professional qualifications and skills of approximately 180 persons within national authorities CNCAN, IGJR, IGPR and IGPF in nuclear security of nuclear / radiological installations, transport of nuclear and radioactive materials, nuclear security culture and radiological protection of personnel of national authorities with responsibilities in  security / detection of nuclear and radioactive materials;
  • Acquisition of individual dosimetry and radiation protection equipment for IGJR staff;
  • Improvement of the pilot tracking system during transport of nuclear or radioactive materials;
  • Improvement of the database on the management of nuclear material owned by small users in Romania;
  • Organizing national security exercises on response to nuclear security events during the transport of nuclear or radioactive materials;
  • Elaboration of 15 documents on nuclear security consisting in new / revised regulations, training materials, as well as specific guides or procedures;
  • Participants at experience exchange events, including trainig courses, workshops, technical meetings, consultancy meetings and scientific visits, of aprox. 25.

The main beneficiaries of this activity are the national authorities and the staff of CNCAN, DSA, IGJR, IGPF, IGPR, as well as of the licensee.
