Review of the Preliminary Assessment Report on CNCAN Knowledge Management System
Vienna, 26 – 29 July 2010

The knowledge management (KM) health check of CNCAN, undertaken by experts of the International Atomic Energy Agency of Vienna, by using a combination of focus group meetings, surveys and staff  interviews in the period April to June 2010, acknowledged a number of areas of good KM practice in CNCAN, such as Organisational Culture, Motivation, Leadership, Security of Information, Competence Development, Coaching/Mentoring, On the Job Training, Performance Appraisal, and also identified areas for future development: KM Policy and Strategy, Knowledge Management processes and Knowledge Management IT Tools.
Following the Health Check stage, CNCAN began work on the creation of the KM processes map and of the KM processes overview, by means of documentation, as well as group discussions. The KM process map and CNCAN Policy in KM, together with Health Check phase results, were considered as a base for developing the implementation plan for the creation of CNCAN KM system.

 

 


54th IAEA General Conference
20-24 September 2010

 

The IAEA's 54th General Conference of Member States took place in Vienna, between 20 and 24 September 2010. Over 1 300 delegates from the IAEA's 151 Member States attended this extraordinary meeting.

For the purpose of creating awareness of the Extra-Budgetary Programmes with Romania and Bulgaria, within the Norway Cooperation Program, a Communication Session was held on Tuesday, 21 September, including presentations, panel discussions, and a Q&A session with all major players. In this meeting, Mr. Lucian Biro, Director General of CNCAN and Program Manager for Romania, held a presentation of the results obtained so far for the CNCAN projects and spoke about the benefits for Romania brought by the cooperation with the Norwegian Radioprotection Authority (NRPA) and with the IAEA.

Additionally, a side event was organized on 23 September for promoting the projects within the Program. This meeting was an opportunity for the participating institutions to present their results and to express their decision for continuing their efforts to improve all aspects connected to nuclear safety and to the protection of population.

Gap Analysis for the CNCAN Management System
22-26 November 2010, Bucharest, Romania


The Expert Mission was conducted by a team of IAEA experts to help CNCAN conduct a gap analysis comparing the current CNCAN Management System to the identified requirements and agreed/established assessment criteria and to propose improvements.

Following this mission, the review of the implementation of CNCAN internal management system, Review of the implementation of CNCAN inspection/oversight processes and procedures and provide implementation advice and feedback periodically and the Assessment to confirm the implementation of the CNCAN management system, including the implementation of licensee management system inspection/oversight processes and procedures were performed as part of the IRRS Mission, on 17-28 January 2011.

 

 


IAEA Integrated Regulatory Review Service (IRRS) Mission in Romania

An international team of senior nuclear safety experts from 12 countries performed a two-week review of the nuclear safety regulatory framework in Romania. The Integrated Regulatory Review Service (IRRS) mission was organized by the International Atomic Energy Agency (IAEA) and concluded on 28 January 2011. Norway supported the mission with a grant from the Norwegian Cooperation Programme for Economic Growth and Sustainable Development with Romania. The IRRS team highlighted effective features of Romania´s nuclear safety regulations and also suggested areas of improvement.
According to the IRRS mission leader, the Romanian mission contributed to the growing global participation in the IRRS process, as the country has a strong history of inviting IAEA safety review missions, setting a good example for the international community.
The mission report is under preparation.

 

 


Pilot Project on Safety Culture Oversight
08-11 February 2011, Piteşti, Romania

 

With support from the IAEA, CNCAN has elaborated the SCOP (Safety Culture Oversight Programme) Guidelines, which aim at establishing a structured process for the identification, collection and review of data relevant to the safety culture in licensees’ organizations, building on the existing regulatory inspection and review processes. The characteristics and attributes for a strong safety culture promoted by the IAEA (GS-G-3.1, GS-G-3.5 and SCART) are at the core of the SCOP guidelines and are also part of the training provided to the CNCAN inspectors in view of the implementation of the present guideline.

The Pilot Project was conducted at the TRIGA Research Reactor in Piteşti, with the aim of testing the SCOP methodology, i.e. gathering safety culture relevant information as part of the normal inspection process implemented by CNCAN. For this purpose, CNCAN has performed an audit covering the areas of Management, Organization and Administration, Training and Qualification, Operational Experience Feedback and Radiological Protection. The audit team consisted of 8 CNCAN staff members and 3 IAEA observers. In addition to the aspects assessed during regular CNCAN inspections, the checklists used to guide the performance of the audit included questions specifically developed for assessing the fulfillment of safety culture attributes and the audit findings have been then assessed in the light of these attributes.

 

 


Regional Conference
on the
Regional Excellence Programs for Safe Nuclear Energy in Romania and Bulgaria
28 March – 01 April 2011, Poiana Brasov, Romania

 

Between 28 March – 01 April 2011, in cooperation with the IAEA, CNCAN organized in Poiana Brasov, the Regional Conference on the Regional Excellence Programs for Safe Nuclear Energy in Romania and Bulgaria, symbolically marking the end of the projects.

    This Regional Conference was conducted by an IAEA team, formed by:

Conference participants included: representatives of the programs management in Norway, Romania and Bulgaria, representatives of the Romanian Ministry of Foreign Affairs and of the General Secretariate of the Government. A special point of interest was the participation at the Conference of Mr. Ǿystein Hovdkinn, Norway Ambassador in Romania.
The purpose of the Regional Conference was to present the results of developed projects at an international level, as well as to promote this type of programs and of financing mechanisms in the region.
